In certain situations, it causes group members not to be recognized as such, leading to incorrect access decisions. If you follow the XWiki best practices for setting rights (which recommends to minimize use of denies), this issue will result mostly in unexpected access denials, which obviously does not seriously compromise the security but cause real annoyance to legitimate users.
