This release of the Change Request Extension contains important bug fixes, including security fixes, and it's advised to upgrade as soon as possible. Among other things, it fixes issues when using UTF-8 characters in Change Request titles and descriptions. It also fixes a bug with conflict resolutions. Note that starting with Change Request 1.9.2 you need to use an XWiki 14.10.12 or newer versions.
